FUNCTIONS
The SEMINARY
RECTOR
The Seminary Rector is the Chief shepherd of the
St. Joseph Seminary College Community. He oversees all plans and activities relative
to formation and all other functions that are pertinent to and connected with the Seminary.
Aside from the administrative functions that are considered in the Seminary Community Handbook, the Rector has the
following functions:
Pertinent to the Seminary in
general:
- Sets the
direction and facilitates the implementation of plans for the Seminary with the other Priest-formators and area heads at the
start of each School Year;
- The official
representative of the Seminary in any external function or so delegates the position to other Priest-formators;
- Represents
the Seminary, with the Procurator, and calls for the regular Seminary Advisory Board meeting;
- Takes charge
in sending invitations, greeting cards, greeting cards to Seminary Benefactors and friends;
- Has the authority
to make the official and final decision over matters that pertain to the Seminary to preserve its dignity, uphold its honor,
and secure its welfare;
- Makes the
Annual Report to the Bishop (Board of Consultors) about the activities, decisions, and changes in the Seminary and stands
accountable to them;
- Makes the
Monthly Report to the Bishop to update him about the Seminary;
Pertinent to the Seminary Priest-formators:
- Presides
over the bi-monthly Formators meeting set every first (1st) and third (3rd) Wednesdays of every month;
Note: the Priest-formators’ meetings are divided into two distinct natures: the
first Wednesday meeting shall be a business meeting and the third Wednesday meeting shall be the formators’ dinner out
together. Unless otherwise needed, an emergency meeting will be called.
- Prepares
the agenda in consultation with the other Priest-formators relative to these meetings;
- Coordinates
with and informs the other Priest-formators about schedules, adjustments, revisions, plans,
corrections, changes that have something to do with the areas in Seminary training;
- Facilitates
over the Annual evaluation of Teachers and Priest-formators by the seminarians and the annual evaluation of seminarians by
the Teachers and Priest-formators and collates them for presentation to the Priest-formators;
Pertinent to the Seminarians:
- Accompanies
the Seminary Student Council in implementing plans and programs that are proper to the seminarians distinct from and relative
to the Five Areas in Seminary formation;
- Presides
over the Monthly General Assembly of the Priest-formators and the seminarians;
- Calls for
Individual Conferences (IC) with the seminarians twice each Semester with the other Priest-formators;
- Receives
the Semestral Institutional Book Report of the seminarians and checks on them;
- Facilitates
over the Semestral evaluation of the seminarians and collects them for profiling and comparison with the Priest-formators’
profile of the seminarians;
- Receives
the outing slip and gives permission to seminarians who would like to go for overnight outings;
- Calls (individually)
and reveals to the seminarians the decision the Priest-formators as a body made at the end of each School Year;
- Automatically
becomes the Regency Director and hence: follows-up regents about their respective programs based on the Priest-formators’
recommendations and evaluates the regents’ performance and suitability for reentry into the Seminary formation;
- Recommends
and endorses regents to Theology after thorough consultation with the Priest companion.
- Possesses
the authority to make the final decision in matters that pertain to the seminarians after consultation with the other formators.
The SEMINARY
ACADEMIC DEAN
Pertinent to the Faculty:
- Recommends
to the Rector the list of Faculty members for each Semester;
- Prepares
the subject loads and, with the approval of the Seminary Rector, distributes them to the Faculty for that same School Year;
- Calls for
an orientation/opening meeting of all Faculty for certain instructions at the start of the School Year;
- Reminds the
Teachers about the submission of the course syllabi and collects them for file at the Dean’s office;
- Informs the
Faculty about community schedules, especially those relative to academic formation, that require their presence;
- Presides
over the monthly Faculty and Staff meeting every last Friday of the month at 5:30 PM in coordination with the Rector.
Pertinent to the Seminarians:
- Prepares
and facilitates the procedure for enrolment of seminarians before the School Year begins;
- Arranges
the subject loading of irregular seminarians;
- Distributes
clearance slips to seminarians to facilitate and monitor their obligations towards the different offices in the Seminary at
the end of each Semester;
- Prepares
a list of honor students in view of the Graduation;
- Facilitates
the application of Special Order (SO) at the end of each School Year for the Graduating seminarians;
Pertinent to other areas and
offices:
- Coordinates
with the Seminary Procurator or the Finance Office regarding the number of units of the seminarians in view of their financial
obligations;
- Coordinates
with the Finance Office relative to the Faculty salary;
- Represents
the Seminary in official academic functions and invitations with academic nature;
- Takes charge
and monitors the Seminary Library and coordinates with the Seminary Librarian over systems and procedures;
- Recommends
to the Seminary Rector the list of candidates for Graduation at the end of each School Year;
- Coordinates
with the Commission on Higher Education (CHED) regarding the Curriculum and other matters;
- Updates the
Faculty over these changes from the CHED.
- Schedules
the SPTA meeting, family Christmas party, and Family recollections (Parents).
The SEMINARY
PROCURATOR
The Seminary Procurator is the Chief Finance Officer of the Seminary. He
takes charge of all financial matters relative to the Seminary be it internal or external.
He is the head of the Finance office and monitors the flow of cash so he can manage the stability and security of the
Seminary’s financial movements. He acts as liaison between the Seminary
and the banks, the benefactors, the Parishes and the community at large.
Pertinent to the Seminary in
general:
- Oversees
the financial movements of the seminary and strictly controls the cash flow;
- Prepares
the annual budget (with the Finance Office staff) and sees to it that the Seminary runs within it;
- Finds ways
and means of raising funds for the Seminary;
- Sees to it
that the Seminary pays fees and other obligations: SSS, Pag-ibig, Newspaper, Electricity bills, Clergy fees, etc.;
- Monitors
and purchases the daily needs (groceries) of the Seminary in coordination with the Kitchen-in-charge;
- Prepares
a monthly financial report in coordination with the Finance Office staff;
- Acts as liaison
between the Seminary and banks over which the Seminary has transactions therewith;
- Coordinates
with and updates the Rector and other Seminary formators regarding the financial flow of the Seminary.
- Recommends
to the Rector a list of materials that are to be purchased especially those that cost a big amount;
- Checks the Seminary properties and recommends repairs and replacements over damaged ones.
Pertinent to the Seminarians:
- Monitors
the payments of seminarians and reminds them of fees before they are due (post on bulletin board updated list of accounts
payable as reminder for seminarians);
- Implements
policies regarding financial obligations relative to the seminarians, i.e. no payment, no exam policy, 2-month payment upon
each enrollment, etc.;
- Signs clearance
slips and sees to it that fees (Library, Canteen, Kitchen, etc.) are paid before the School year ends;
- Sees to it
that seminarians use Seminary properties with care: computers, appliances and furniture (Karaoke, DVD, TV, Sports facilities,
CRs, Ceiling fans, faucets, dorm facilities, chairs, tables, benches, plates, spoons and forks, glasses, trays, piano, electric
organ, others) in coordination with the Council and the head of the Committee on Labor;
Pertinent to the Kitchen Personnel:
- Takes charge
of the Seminary Personnel in all of their duties and needs;
- Meets the
Kitchen personnel regularly to monitor job schedule, functions, and efficiency and instructs them about adjustments;
- Sees to it
that the personnel are well provided with their needs: meals, snacks, personal needs;
- Schedules
personnel vacation in coordination with the others (Personnel have the right to take leave with pay for 15 days per year);
- Implements
discipline and disciplinary actions relative to personnel conduct and responsibilities;
- Sees to it
that the Seminary Personnel prays the Holy Rosary daily (Monday to Friday) and attends Mass on Sundays;
- Sees to it
that the Seminary personnel are paid and overtime pay given.
- Calls on
each of them for Individual conference regularly.
Pertinent to the Seminary Properties:
- The Seminary
Procurator takes charge of all the Seminary Properties in coordination with other persons-in-charge: Seminary vehicle (L300),
Computers (with the Academic Dean and all properties relative to Academics), Kitchen utensils (with the Kitchen personnel),
appliances and furniture (with the Rector), Sports facilities: Basketball, volleyball, Tennis courts, billiards, Table Tennis,
others;
- Sees to it
that all of these are functional before the start of each School year;
- Monitors
these properties and have them fixed by the maintenance personnel should there be any failures;
- Sees to it
that all of these are in place before the School year ends;
- Grants permission
(with the Rector) on the use of all these properties;
Pertinent to Community celebrations:
1.
Prepares the budget for community celebrations in coordination with the Committee in charge;
2.
Prepares the food should there be any community celebration in coordination with the Rector and other Seminary
fomators or those in-charge and hands the plan down to the Committee on Food;
3.
Plans the menu for these celebrations in coordination and or consultation with the other Priest-formators or those
in-charge;
4.
Assigns personnel and or seminarians for after-care in these activities (return of materials, appliances, chair,
tables, table cloth, utensils, etc.)
Pertinent to Seminary Sundays:
- Consults
the Parish Priests about the schedule of the Seminary Sunday during the first Clergy Meeting of the School Year;
- Finalizes
the Seminary Sunday Schedule and disseminates it to the Priest-formators and Parish Priests;
- Prepares
the Seminary Sunday envelops and sends them a month before the date;
- Prepares
the financial/collection record (of that parish) and thank you letter to the Parish
Priest concerned after the Seminary Sunday;
- Prepares
the summary of Seminary Sunday collection at the end of the School Year and distributes copies to the Clergy and Priest-formators;
The SEMINARY
SPIRITUAL DIRECTOR
The Seminary Spiritual Director is responsible for the Seminary’s Spiritual Formation Program. He takes charge of the spiritual growth of the seminarians and schedules regular recollection for them
and the Seminary faculty and staff.
Pertinent to the Seminarians:
- Plans, drafts,
and implements the Spiritual Program for the seminarians and the Seminary Faculty and staff;
- Meets the
seminarians for Spiritual inputs and conferences;
- Meets the
seminarians individually for the regular spiritual direction and sharing;
- Takes charge
of the seminarians’ liturgical activities: daily Masses, Liturgy of the Hours, Benediction, Dawn procession, Rosary,
Bible sharing, Sharing at Mass, others;
- Responsible
in inviting other religious groups to conduct prayer sessions for and with the seminarians;
- Practices
the seminarians in view of: the Investiture and Graduation (an in other special occasions that require Pontifical severs);
- Invites Priests
to conduct the annual Retreat of Seminarians including the Discernment Retreat of the Pre-Philosophy and Fourth Year seminarians.
Pertinent to the Chapel;
1.
Takes charge of all Liturgical vestments, vessels, and sacristy paraphernalia and keeps them in a safe place;
2.
Makes the schedule of Masses for the Priest-formators: Seminary, Carmelite Monastery, and Judyville subdivision;
3.
Responsible in inviting other Priests to say Mass during the Novena Masses in view of the March 19 Fiesta celebration
(he may also just ask the Seminary formators to do it);
4.
Coordinates with the Committee on Liturgy and Worship in view of the Mass sharers, servers, and lectors;
Pertinent to the Parents of
Seminarians:
- Schedules
and conducts the regular family recollection with the parents of seminarians;
Pertinent to the Seminary Formators:
- Schedules
the Seminary Formators about liturgical and para-liturgical celebrations;

The SEMINARY
PASTORAL DIRECTOR
The Seminary Pastoral Director is in-charge of the Pastoral Formation of the seminarians. He plans and drafts the pastoral program of the Seminary and sees to it that it is implemented.
Pertinent to the seminarians:
- Presents
the general and particular plans to the seminarians during the pre-opening of each School Year (a copy of the program will
also be given to the formators on which the following are outlined: General goal, specific objectives, personnel involved,
time-frame, expected output, expenses, and indicators);
- Makes the
mechanics of the pastoral program for each year-level and explains them to the seminarians for proper direction and guideline;
- Coordinates
with institutions and communities with which the seminarians will conduct their Sunday apostolate;
- Monitors
the seminarians in their apostolate area;
- Evaluates
the Pastoral Program and the performance of the seminarians at the end of each School year;
- Presents
the evaluation results to the Seminary Formators;
Pertinent to the Seminary:
- Schedules
an Orientation Seminar at the beginning of each School Year to lay down the Pastoral Program to the seminarians and the Seminary
expectations from them;
- Invites speakers
on various fields relative to the kind of apostolate the seminarians are involved with for the orientation;
- Ties-up with
other institutions in matters that involve the pastoral program of the seminary;
- Organizes
the Pastoral Day for all recipients of the Seminary Sunday apostolate;
- Presents
the Evaluation results of the Pastoral Program conducted by the seminarians.
The SEMINARY
PRE-PHILOSOPHY DIRECTOR
The Seminary Pre-Philosophy Director directly takes charge of the Pre-Philosophy seminarians of St. Joseph Seminary
College. He primarily facilitates,
in coordination with the Rector, in screening applicants before the start of the School Year.
He also makes and implements the Pre-Philosophy Program for the growth and integral formation of the Pre-Philosophy
seminarians.
Pertinent to the Vocation Campaign
and Search-in seminar:
- Sends communications
to all the Parish Priests and School Heads in the Diocese of Dumaguete on the Vocation Campaign;
- Assigns seminarians
to the Parishes or Vicariates to conduct the Vocation Campaign on the date allotted;
- Coordinates
with and thanks (through letter or word) the Parish Priests on the Vocation campaign;
- Schedules
Vocation search-in seminars for applicants at the St. Joseph
Seminary College;
- Makes the
plan and program, with the Seminary Student Council, of the entire Vocation Search-in seminar;
- Schedules
the entrance examination and admission interview of applicants in consultation with the other seminary formators;
- Sends letters
to applicants who passed the examination and advices or instructs them to meet the requirements as listed;
- Coordinates
with the Seminary Procurator relative to the budget of these activities;
- Makes the
final list of those who were accepted as Pre-Philosophy seminarians for the next School year;
- Visits the
family of the new Pre-philosophy seminarians before the School year begins.
Pertinent to the Pre-Philosophy
Seminarians:
1.
Makes the Pre-Philosophy program and implements it with the other Pre-Philosophy mentors;
2.
Takes charge of the over-all development and well-being of the Pre-Philosophy seminarians;
3.
Represents the Rector and the rest of the Seminary formators to the Pre-philosophy class in general;
4.
Conducts a separate Orientation Program to the Pre-Philosophy seminarians to facilitate their entrance to the
seminary;
5.
Sees to it that all of the requirements for entrance of newcomers are met and are kept for file at the Academic
Dean’s office;
6.
Conducts regular conferences with the Pre-Philosophy seminarians on matters pertinent to their vocation, beliefs,
practices, right doctrine, etc.;
7.
Introduces the Seminary Community Handbook to the newcomers to give them a picture of the life they have chosen
to live;
8.
Monitors the Pre-Philosophy seminarians through a regular Individual Conference (IC) with them that he may be
informed about their welfare especially on the areas of health, academics, prayer life, family situation, etc.;
9.
Evaluates (with the other Pre-philosophy teachers) the performance of the Pre-Philosophy seminarians at the end
of each Semester;
10. Recommends
a list of Pre-philosophy seminarians for the next Semester or School Year to the Formators.
